Hij nam in zijn jeugd deel aan de zending van lord Amherst naar China. Later bekleedde hij belangrijke posities in de koloniale dienst in China, het laatst die van gouverneur van Hongkong.

Hij bestudeerde de Chinese literatuur en vooral de dichtkunst.
